In order to ensure that offshore wind energy development for Oregon only proceeds when it meets high standards for responsible development and wildlife protection, and to make the document more actionable and accessible for decision makers, I recommend:

●	Highlighting the opportunities to use state level authority to ensure environmental protections at every stage of the process.

●	Prioritizing science-informed decision-making, research opportunities, and regional coordination regardless of whether or not Oregon chooses to pursue offshore wind energy.

●	Strengthening requirements for effective community engagement and ensuring that environmental justice concerns are addressed by clarifying the expectations.

While offshore wind energy is one option under consideration for meeting Oregon’s future energy needs, robust early planning is essential to ensure that any potential development process protects communities and wildlife at every step.
