Wildlife like elk, pronghorn, and so many other species need to move across landscapes to survive. But roads and development can make migrations and pathways extremely dangerous, if not impossible for these animals to complete. That’s why the Wildlife Movement Through Partnerships Act works with states, Tribes, and landowners to research and map movement patterns, and to protect and connect essential wildlife habitats.

I’m writing today to share my strong support for the bipartisan Wildlife Movement Through Partnerships Act (S. 4953, H.R. 8836).

Maintaining wildlife’s ability to move – for migration, mating, rearing young, and accessing food, water, and habitat – is a critical conservation priority. Habitat fragmentation is a leading threat to wildlife, which face increasing challenges moving through the American landscape due to expanding infrastructure needs and other man-made barriers. Habitat in key migration areas is often deteriorated, further exacerbating the challenges wildlife face.

Fortunately, we have the tools and processes in place to help solve these challenges. The Wildlife Movement Through Partnerships Act formalizes and builds on a growing body of proven programs that have supported wildlife connectivity and made our roads and highways safer. This includes former Interior Secretary Ryan Zinke’s Order 3362 and the Wildlife Crossings Pilot Program established in the Bipartisan Infrastructure Law. These initiatives have provided critical funding for research, on-the-ground projects, and have helped foster previously unforeseen levels of collaboration between federal and state agencies, Tribal nations, non-governmental organizations, and private landowners.

Passing the Wildlife Movement Through Partnerships Act will grow the momentum of these programs while ensuring it can apply to all states and all species. It creates a grant program for projects that lease habitat, modify fences, reduce collisions, or conserve lands to reduce barriers to wildlife movements in areas recognized as important by a state or tribe. It also supports research and mapping to help states and Tribes identify critical migration pathways.
