Dear Member of Congress,

I am writing in opposition to the Office of Management and Budget (OMB)’s proposed rule to revise the Guidance for Federal Financial Assistance (OMB-2026-0034), and to urge you to use your congressional power to require OMB to release the funds that Congress appropriated for wildlife recovery, habitat restoration, and conservation in FY25.

OMB’s proposal would greatly diminish the long-standing U.S. system of awarding grants based on peer review and technical merit, and allow politics to override this review to make final award decisions based on alignment with political priorities. These changes have the potential to greatly restrict and redirect the allocation of funds appropriated by Congress. This proposed rule would upend federal grantmaking, undermining sound conservation science and allowing political bias to influence over $1 trillion in annual federal awards, affecting states, Tribes, local governments, universities, hospitals, nonprofits, community groups, and private companies.

Congress, not the President, has the authority to direct where taxpayer money is spent. Please ensure that federal agencies direct crucial wildlife conservation funding where it belongs based on sound science, and to not let political motives impede the grantmaking process.
